When a user toggles "use as filter" on a visualisation - this currently applies the filter to all visualisations within the workbook.

It would be a great feature to be able to select / de-select which visualisation(s) a filter applies to in a workbook.

E.g., you have a toggle on Sales by Region chart, and can select a region to update charts/tables on the workbook. However, you want to exclude KPI performance tiles at the top of the workbook which relate to the entire business.
