Is it possible to put conditional formatting on values rather than the background of a column?

If it's DV: Click on the color where you see the "T" in the box or the color in the box. Then remove the background color from the Format color menu. Then Click on Font and select the color of the font clicking on the "A".

If the requirement is to change the 'Font Color' instead of 'Background Color', Yes, you can do it.
Please select the Font color for the condition that you want to highlight. Here's few screenshots.

Do you mind mentioning on what part of the 3 possible places in OAC/OAS you are working?
The above reply is for "classic" (the /analytics url), while in the past you asked questions about DV, therefore the above doesn't apply.
Before to post answers for DV or Publisher, I wait to know what piece of the product you are using.
