Oracle Digital assistant- modify the hcm custom component

I am currently working with the HCM skill pulled from the Skill store and have encountered an issue while attempting to modify the hcm custom component. In the editing section, an error is thrown, prompting me to download the package file to make changes on my computer. After making the necessary modifications, I repackage the file using npm pack. Subsequently, I delete the previous component and drop the modified package file back into the system.

According to the Oracle documentation, "If you plan to deploy the custom component package to an embedded custom component service, each skill that you add the package to is counted as a separate service. There's a limit to how many embedded custom component services an instance can have." I am seeking clarification on whether this limit applies to the HCM skill and its associated custom component that I am modifying. Additionally, I would like to know if this limit continues to accrue even after deleting the previous version of the custom component.
