"Copy Time Card" function Accuarcy

Current Situation: (1) users managing multiple project types/name (2) Expenditure type is customized in time entry layout to match project name to only one type of expenditure type (3) when Users choose the project name in timecard, only related expenditure type can be selected

Issue:

(1) it is allowed to copy any cells value by oracle to other cells. This would lead to "when user can copy other expenditure type related to other project to another expenditure type cell which not supposed to have the copied expenditure type. Please provide enhancement for a built in validation like fast formula for the value accuracy to check the value set matching.
