Can we create a Custom Sourcing role - Evaluator( License-Free Access)

We have a requirement from our project to create a custom role within the sourcing module.

Specifically, we need to define an Evaluator role whose sole responsibility would be to review and evaluate supplier responses during the sourcing process.

The key objective is to enable these evaluators to perform their evaluation tasks without consuming a full user license, as they will not be involved in any other sourcing activities.
