Question about Eloqua Program Label

Summary:

I understand that Contacts entering the Eloqua Program Canvas are limited to those that the activated user has access to (i.e., those with the same label).

I am wondering if this also applies in cases where the program is paused and then resumed.

For example, let’s say a user with the label “a” initially created and executed the program. Later, a user with both labels “a” and “b” pauses and resumes the program. I’m curious to know how this scenario would work.
