Cookie consent banner for online email and subscription forms - Eloqua

Using Eloqua, we are sending out newsletters.

However, should the subscriber choose to open/read it online is there a way to display a cookie consent banner asking them to opt in before interacting with the content?

Would also like to display the cookie consent banner when a viewer visits any of the subscription forms as well.
