After Disabling OS Management Service cannot enable OSMH

Summary:

We have disabled OSMS using below doc and still facing issue to enable OSMH.

while migrating from OSMS to OSMH getting message plugin oci-osmh waits when plugin osms is enabled
in osmh_agent log file below message.
2025/05/08 13:28:18.201344 agent.go:83: [INFO] plugin osms desiredState: Unknown
2025/05/08 13:28:18.201426 agent.go:125: [INFO] to start osmh-agent, please disable the osms plugin
