How do I create custom qualifiers for Customer Programs in ChRM

Summary:

Oracle document says we can use Custom Qualifiers for Customer Programs in addition to the seeded ones. How do I that? We have a client requirement to exclude certain transactions, based on certain states, city, warehouse( which is a DFF attribute at customer). Can this be achieved via Custom qualifiers?

Promotion Item(not a SKU) which is currently a lookup of SKUs in EBS is also a qualifier. How do I achieve this in Cloud channel ?

Please advise. If you have any link to the documentation around Custom Qualifiers, please let me know.
